Renting Out a Home in Lewisham? It Probably Needs a Licence
Lewisham Council’s selective licensing scheme came into effect on 1 July 2024 and covers around 20,000 privately rented homes, nearly every private let not already under an HMO licence. Telegraph Hill and parts of Blackheath are outside it, and the designation runs until 1 July 2029. Shared houses have their own scheme: additional HMO licensing has applied across the whole borough since 5 April 2022, and that designation ends on 4 April 2027.
An application goes in with an EPC, an EICR and, for a home with gas, a gas safety certificate, and the council tells renters they should find smoke alarms on every occupied storey and carbon monoxide detectors in rooms with fuel-burning appliances. Our part in that:

Over half the borough’s households live in flats, and one in six in a house carved into flats or bedsits. Conservation areas, rivers that can flood and mostly gas-fired heating all change what a repair involves and whose bill it is.
Flats in Converted Houses
Census 2021 counted 39.1% of Lewisham households in purpose-built flats and 16.3% in part of a converted or shared house, bedsits included, against 26.2% in terraced houses, 13.0% in semis and 3.0% in detached homes.

Conservation Areas and Article 4
The council lists 28 conservation areas in the borough, Brockley, Blackheath, Lee Manor, Telegraph Hill, Forest Hill and Sydenham Hill among them. Inside one, flats and subdivided houses have no permitted development rights, so changes to the outside, such as a satellite dish or new windows or doors, need planning permission. Where an Article 4 direction applies, as it does in Brockley, permission may be needed for replacing the windows, doors or front boundary of a house as well.
Felling or damaging a tree in a conservation area without giving the council six weeks’ written notice is an offence. Mention the conservation area when you book, and talk to the planners before swapping anything visible from the street.
Flooding Near the Ravensbourne and the Quaggy
The Environment Agency’s Ravensbourne flood alert area spans Lewisham, Bromley, Greenwich and Croydon and takes in the Quaggy and the Pool River as well as the Ravensbourne. The council names New Cross, Deptford, central Lewisham and the low-lying land around the A21 as the areas most at risk, and says heavy rain often overwhelms the sewers.

Landlord, Council or You: Who Pays?
You Own the Home
The job and the decision are yours. If you are a leaseholder and the fault is in a shared part of the building, check with the freeholder or managing agent first.
You Rent From the Council
Structure, exterior and the fixtures for water, gas, electricity and heating are the council’s, reported on 0800 028 2028. Lost keys, being locked out and a sink blocked inside the flat fall to you, and those we can price.
You Rent Privately
Put the fault to your landlord or agent in writing. Should they tell you to get it fixed yourself, you get our written price like any other customer.
Shared Houses and HMOs
Three or four unrelated sharers using a common kitchen, toilet or bathroom make a Lewisham house an HMO needing an additional licence. Five or more people in more than one household need a mandatory licence. The council’s additional scheme also takes in shares in purpose-built flats and homes where a landlord lives with more than two lodgers. When one tenancy ends and the next begins, we can quote for:

I rent from Lewisham Council and I’ve lost my keys. Will the council change the lock?
Usually not. The council’s repairs list makes replacing keys or locks the tenant’s job when keys are lost or you are locked out, unless you live in sheltered or extra care housing. We can quote for the lock change.
It is different after a break-in: the council says it changes locks to front or back entry doors when you give it a crime reference number. Its repairs line is 0800 028 2028.
Does my rented flat in Lewisham need a selective licence?
Very likely, if it is let to a single household. Since 1 July 2024 selective licensing has covered nearly all private lets in the borough that do not already need an HMO licence, except in Telegraph Hill and parts of Blackheath.
The council’s online map shows which streets are in. A shared house needs an HMO licence instead, and housing association homes are exempt. The licence questions are for the council; the gas and repair work behind them is something we can quote for.
My licence application needs a gas certificate and an EICR. Which can you supply?
The gas safety certificate, yes, where the property has gas. The EICR, no.
Gas safety certificates fall within our Gas Safe registration for domestic gas, and the price sits in the rates tab higher up. Landlord EICRs do not fall within our NICEIC registration, so book that inspection elsewhere and send us the findings if you want the remedial work priced.
The flat upstairs is leaking into my kitchen. What now?
Knock on the upstairs door or ring the neighbour first, because the leak is usually stopped from their side. If you cannot reach them, ring us or, in a council block, the council’s repairs line.
Major water penetration counts as an emergency on the council’s list, and 0800 028 2028 takes those calls out of hours. In a private block, tell the managing agent as well. Leave any light the water is running through switched off, and once the leak is stopped we can quote for the ceiling, the decorating and any electrics that got wet.
My flat is in the Brockley conservation area. Can I replace the windows?
Not without planning permission. Flats and subdivided houses in Lewisham’s conservation areas have no permitted development rights, so replacing windows or doors needs permission.
The council has also made an Article 4 direction for Brockley, so even a whole house there can need permission for new windows, doors or a front wall. Get the planners’ answer before ordering frames.
No heating in Sydenham on a Saturday night. Will you come out, and how much?
Yes. Phone us and we will send someone. From 6pm to midnight on a Saturday, heating and gas work is £149.99 an hour plus VAT; after midnight and until 7am it is £199 an hour plus VAT.
Each visit has a one-hour minimum, then 15-minute increments, and parts are charged on top. If you rent, the repair may be your landlord’s to arrange, so check with them before booking.

Check your address on the government’s long-term flood risk service, and sign up for free Environment Agency flood alerts by phone, text or email.
